APPA Urges Congress to Consider Carbon Market Manipulation Protections

Members of the American Public Power Association (APPA)
adopted unanimously a resolution urging Congress to "include
language in any federal cap-and-trade
climate change regime that would provide for meaningful
and effective oversight and enforcement of any federally established
carbon market so that costs to consumers are minimized,
market participants retain confidence in the market,
and the market produces the desired environmental benefits
in the most efficient and cost-effective manner."
About 700 policymakers and CEOs from the U.S.'s more than 2,000 public power systems met in Washington, D.C. to give direction to APPA. They adopted a total of nine resolutions that will serve as interim policy until the entire membership has an opportunity to review them at the APPA National Conference in June.
Additional resolutions supported congressional and
Federal Energy Regulating Committee (FERC) action
to resolve RTO market problems, legislation to create
biomass generation incentives and expansion of vocational
training in the electricity sector.
Resolutions, in order of adoption, are:
- Resolution 08-01: Urging Congressional and FERC Action to Resolve Problems in RTO Electricity Markets.
- Resolution 08-02: In Support of Preventing Manipulation in Carbon Markets.
- Resolution 08-03: Encouraging the
Environmental Protection Agency (EPA) to Act Prudently
on Any Proposals to Regulate
Greenhouse Gas Emissions.
- Resolution 08-04: In Opposition to Federal Mandates on "Renewable" Transmission Lines
- Resolution 08-05: In Support of Federal Legislation to Create Financial Incentives for the Supply-Chain Development of Biomass Materials Used to Generate Electricity.
- Resolution 08-06: Management of Vegetation Surrounding Transmission Lines.
- Resolution 08-07: In Support of Expanding Vocational Education.
- Resolution 08-08: In Support of Allowing FERC and [North American Electric Reliability Corporation] NERC to Implement Flexible Standards to Protect the Bulk Power System from Cyber Attacks.
- Resolution 08-09: Predatory Pricing on Cable Content.
